Successfully complete the game in single player mode under the heroic difficulty setting.

Or you can sign up for xBox Live and receive the map freely from Bungie. You will be prompted with an update as soon as you try to sign on. The update will unlock the map, improve support for 480p resolution displays, and speed up wait times in matchmaking.
